So for the third vision in Zechariah 2, I'm still trying to figure out why Jerusalem is being measured. We see a similar event happened in Ezekiel 40-42, although in this case the city of Jerusalem itself is being measured instead of the Temple, and there are no precise numbers given as in Ezekiel.

I'm not sure what to do with that information, but it's interesting. With how Jerusalem is described, it seems to again be talking about the Millennium, with many people residing safely in Jerusalem and God’s Shekinah glory (the pillar/wall of fire) being among them again. This has not been fulfilled yet as far as I know at any point in history after Zechariah.

From what I understand, according to Ezekiel 10-11, the Shekinah glory left shortly before the destruction of Solomon’s Temple, and has not yet returned. Although if you come to a different conclusion about that, please let me know, I'd be very curious to hear a different view.

The second part of the vision (Zechariah 2:6-9) seems to be God calling the Jews to come out of Babylon who had stayed behind during the migration back to Jerusalem (Ezra 1:4-5), or it could be a figurative expression for God calling apostate Jews to leave the ways of Babylon and follow Him.

Then God offers another promise that the nations which had besieged them will fall.

The third and final part of the vision (Zechariah 2:10-13) is particularly interesting since we see an overlooked verse which shows that Gentiles will be joined to God and become His people. (Zechariah 2:11) The rest of the vision seems to be another promise of God reassuring that in His return He will claim and choose Jerusalem to be His holy city again.
